20世纪 60 年代中期，随着货运需求增加和电气化的普及，德国国营铁路（DR）的货运机车越发暴露出其短板，此外，这些在二战前生产的机车因为老旧而亟需被替代。也就是说，它们需要一种新的电力机车。

DR 想要一台可以拉运各类车厢的六轴机车，无论是货运还是客运，同时机车还应具有轻型不锈钢车体和易操作、设计合理舒适的驾驶室。这种新型的 Co’Co’ 机车被命名为“E51”，首批机车原型在 20 世纪 70 年代早期开始生产。到 1974 年生产结束，这些机车原型被正式编号为 DR BR 250。

1994 年德国统一之后，DR BR 250 机车被归入德国铁路（DB），重新编号为 DB BR 155。此后，BR 155 被广泛用于德国铁路网络，拉运各种货运列车，包括高速铁路上的集装箱快车。
